One could probably find some pvc pipe scraps dumpster diving at any new housing project dumpster. You can trash pick your neighbors on trash/recycling day for 3" containers. Over the years I've found that some potting mixes are very dry and won't wick water until you wet them first so I'd water the soil in the upper bucket at the start and that should get the wicking action started faster. Most of the food places in my area don't give the buckets away but tend to charge for them, often at higher prices than the lumber yard but those at the yard may not be food safe and anything you grown in should be if you're raising something you intend to eat.
